| description | تناولت هذه الدراسة واقع الأراضي الوقفية المعطلة في عاصمة المملكة الأردنية الهاشمية عمان، إذْ عملت الدراسة على تحديد مواقع الأصول غير المستثمرة ضمن حدود العاصمة عمان، وذلك من خلال الزيارات الميدانية المسحية لكل الأراضي المعلن عنها من دائرة تنمية أموال الأوقاف، وقد أبرزت الدراسة أهم الأسباب التي أدت إلى تعطل استثمار الأراضي الوقفية؛ سواء أكانت أسبابا إدارية أم مالية أم اجتماعية، وبينت الأساليب والطرق التي يمكن من خلالها معالجة هذه الأسباب، والسير قدماً في تطوير العمل الوقفي وتعزيز آثاره التنموية في المجتمع. وقد خلصت الدراسة إلى مجموعة من النتائج والتوصيات التي من أهمها؛ أن دائرة تنمية أموال الأوقاف تواجه مشكلة في استغلال الموارد المتاحة لديها؛ إذ تبلغ مساحة الأراضي المعطلة عن الاستثمار المعلن عنها على موقع الوزارة مع نهاية عام (2018) في محافظة العاصمة عمان فقط(450) دونم تقريباً، وهي موزعة على مناطق حيوية ومتميزة في العاصمة عمان، هذا فضلاً عن باقي الأراضي الوقفية غير المستثمرة الموزعة جغرافياً على باقي محافظات المملكة، الأمر الذي يؤكد ضرورة البحث عن مشروعات استثمارية ذات بعد اقتصادي، وتفعيل أنشطة التسويق الاحترافي التي من شأنها زيادة فرص استثمار الأراضي الوقفية. |

The study worked to determine the locations of the untapped assets within the borders of the capital, Amman, through survey field visits to all the lands announced by the Endowment Funds Development Department. The study highlighted the most important reasons that led to the disruption of endowment land investment, whether they were administrative, financial or social reasons. The study showed the methods and ways by which these causes can be addressed, and to move forward in developing the endowment work and enhancing its developmental effects in society. The study concluded with a set of results and recommendations. The first is that the Endowment Funds Development Department is facing a problem in exploiting the resources available to it. The area of untapped lands for investment announced on the ministry’s website at the end of (2018) in the capital Amman governorate was only (450) dunams. It is distributed over vital and distinct areas in the capital, Amman. This is in addition to the rest of the untapped endowment lands distributed geographically to the rest of the Kingdom's governorates.
