It focuses on understanding the role of libraries' information literacy approach and what the working population needs most for a developing economy to become a knowledge- based economy. A case study of Qatar’s immigrant manual laborers was undertaken, with a comprehensive review of essential concepts. The findings of a basic yet detailed statistical survey highlighted gaps which can be filled by library services to aid this change.
