الملخص:"A robust healthcare system is a key to a nation's resilience" (SEHA). This is true given the nature of healthcare transformation the United Arab Emirates (U.A.E.) has partaken since 2009. This study pursues to determine the effect of reimbursement of resources on the quality and cost of healthcare. There have been major concerns on the impact on the subject of inequality and lack of access to quality healthcare that has led to massive loss of lives that would have to be unavoidable if at all the healthcare was accessible to the population equally. The purpose of this research is to analyze the impact of reimbursement of resources on the cost and quality of healthcare and what approaches should be deployed to ensure the overall cost of healthcare is affordable as well as improving the accessibility of the essential service. Using time-series data from the World Bank database, healthcare survey reports, World Health Organization (WHO) database of the quality and cost of healthcare, and other data sources in UAE, we investigate various factors that are considered in the allocation of healthcare resources. Among the variables of interest include Cost-Benefit analysis, targeted population, Public-Private Partnership (PPP), and the availability of the required skills. Based on our results, we conclude that the quality of healthcare would depend on the cost implication of any given intervention as well as the efficacy of the treatment.
